Is it possible to collect mail from external POP accounts into an exchange mailbox?

For example, could it be configured to read the mail stored for personx@gmail.com from Google's servers, and allow it to then be read via OWA by personx@domain.com from domain.com's exchange server?

You need to have a POP3 connector to do that. If you are using Small Business Server there is one included. Otherwise there are some third party produckts for it. GFI.com has the functionality in MailEssentials. There are some more. You can probably find more if you take a look at www.slipstick.com. They have a good listing of 3rd party products.

There was a free one a couple of years ago called Pullmail. Search on that and see if you find anything.
