"Send Options"

When I right-click on any external contact in my email & try to set "Send Options" for that contact it works fine. But when I try to do for any Internal contact (meaning, my GAL Users) it throws an error,
"Cannot Perform the requested operation. The command selected is not valid for this recipient. To set options for this message click options on the toolbar."
Now, when that option is visible, it should also work right.
We've running Exchange 2007 & users have Outlook 2003, 2007 mixed.
From Outlook 2007, I don't even see "Send Options" for internal users. Is that removed altogether.

Any help would be appreciated.
