"Send as" a shared mail account

OK.  I am trying to set  a group up with an email address they can all use.  So I created a shared account.  I have added the shared account to their Outlook.  I have given them all the access they need.  It works sometimes.

When they try to send out as the shared account, it only works if they click on "From" and select the name from the "all users" address list.  If they type the name in the "From" section, it doesn't work.  It always works when they are replying to a message sent to that shared account. 

One thing I noticed is that the shared account shows up in the GAL when viewed from Outlook 2007, but not from Outlook 2003.
