Let me first admit that I have posted this in one other place. I say this first because some forums discourage that and I am not trying to do anything other then to get my issue solved as quickly as I can.
here goes....
We are getting a few email messages being returned with the error message of:

The following recipient(s) could not be reached:

    (email address of person) on 2/20/2008 2:44 PM
            You do not have permission to send to this recipient. For assistance, contact your system administrator.
            <ibs-mail.domain.local #5.7.1 smtp;550 5.7.1 Requested action not taken: message refused>

I was thinking that this may be caused by the inability to resolve the DNS of ibs-mail.domain.local and hence being returned. I was going to setup a virtual SMTP server inside our Exchange Protocols/SMTP section but I am not sure if that is going to cause more harm then good. We presently have 2 email domains that Exchange handles.
Any help on this would surely make my live a little less stressful.

Is the recipient within one of your Email domains, or is it an external address?
Is the sender using his/her address, or are they attempting to Send As a different address?

Edit: By the way, I've never seen anyone at MSExchange.org discourage someone from seeking answers in more than one place. This is a freely accessible site and everyone is welcome. We only request that if you find your answer somewhere else, you do the courtesy of posting the solution so the next person with a similar issue has something to try.

hi mate

Make sure "allow all computers is selected
> under access tab => authentication => select anonymous access
If you are making any changes for the above need to restart smtp virtual server, smtp service and routing engine.

The recipient is not on our email domains, it is an external address. The sender(s) are using the address that thier outlook defaults to. (their Exchange user). This is happening on more then one account but not all.

I have not setup a virtual SMTP server but was thinking that this may fix the problem. Do you think that I should add a virtual SMTP Server in the proptocol section?

hi H.,
no, you don't need to setup a second SMTP VS. Besides, this is not recommended by MS (was told by a MS tech throu a MS call I opened).

the error:
ibs-mail.domain.local #5.7.1 smtp;550 5.7.1 Requested action not taken: message refused
means:
host ibs-mail.domain.local is receiving the error: message refused

this means that the remote server is not accepting emails from your server.
most likely because of you are using a .local domain in your SMTP VS FQDN setting. and .local is not resolvable with dns, no mx-record exists.
you should change the FQDN of your SMTP VS to the host name in the mx-record of your mail domain (eg. mail.mydomain.com). basically this should work out then.
