Every time an email is sent to one particular domain the microsoft exchange tracking center delivers the email only locally to store and a non delivered report is generated.

The recipient who has sent the email receives the following message:

You do not have permission to send to this recipient. For assistance, contact your system administrator.
<#5.7.1 smtp;554 5.7.1 Message refused by Dictionary check. This email has been rejected. The email message was detected as spam.>

If a test email is sent with no content the exchange system manager displays 'The object ************************ in the message tracking logs can't be found in the directory. The object may been deleted. The tracking history may be incorrect.'

I can nslookup from our exchange server to their exchange server sucessfully.

The user was able to send emails before to this recipient but now can not send any emails to this particular domain. Please help!

Check your SMTP logs for transmissions to that domain. See which command is being rejected. Is it EHLO? Is it MAIL FROM? Is it DATA?

You may have been blacklisted by them, or rejected by some filter they have deployed. Knowing which command gets the 554 returned may give you a clue as to why.
