.ins files? What are they, and what are the risks?

I have Symantec AntiVirus for SMTP Gateways 3.x, and I noticed that .ins files are blocked (by default). We have a user that is requesting that .ins files be permitted into our Exchange 2000 email system.

I am not familiar with a .ins file, and I don't know what type of risks are associated with permitting that file into our network. Can someone please help me understand what a .ins file is, and potential risks associated with allowing that type of file through our SMTP gateway?
