I have a lot of users that manage several mailboxes. I recently upgraded from Exchange 2000 to Exchange 2003, and now users who used to have "Full Control" of various mailboxes no longer have the ability to "Send As" that user. I had previously granted the "Full Control" permission on the Exchange Advanced tab in ADUC, and this allowed the users to manage all aspects of the mailbox.
The only way that I've been able to restore this functionality is to go to Exchange General > Delivery Options and granting each user "Send on Behalf". In my opinion, if someone has Full Control of a mailbox, they shouldn't need this, should they? Is this a new "feature" in Exchange 2003?

As an update, according to Microsoft, the default functionality of "Full Mailbox Access" was changed with the Exchange 2000 Post SP3 rollup, and this change was incorporated in Exchange 2003 as well.
The "Full Mailbox Access" now only gives the user granted it permission to read/delete messages and create folders. In order to send messages, the user needs to either be added to the "Send on Behalf" list in Exchange General > Delivery Options or granted the "Send As" permission on the security tab of the destination mailbox (made viewable by selecting "Advanced Features" in ADUC).
