Does anyone know why a user can or cannot create server-side or 'Profile-Independant' rules for a public folder?

We have an email account that several users have access to, but nobody logs in as. We want to sort the mail from that inbox into public folders based on rules looking for text in the subject line or body of the email itself.

Any suggestions??
