Yes, you can re-enable the account and give your admin full rights this this mailbox by going to ADUC, double click this archived mb, go to the Exchange advanced tab, mailbox rights. Add your admin and give him full rights. Your admin can then open this mailbox through his Outlook.

You could also re-enable the account and then use EXMERGE to take a copy of the mailbox to a pst and assign the pst to your senior managers mail profile, and then disable the account again.
That is the process we use currently, which cuts down on the amount of open "orphan" accounts, thus theoretically cuts down on a security risk, and, by copying the mailbox and then disabling it again - it cannot receive further mail.
