ActiveSync question

So we are experiencing problems with our users where after they change their AD account password, they fail to change the saved password in their Windows Mobile phones, which subsequently ends up locking out their accounts due to the fact that Active Sync retries every few minutes, and then after a preset number of retries.

So, the scenario is user A resets their AD password, but never bothered to change their saved password on their windows mobile device, and after the first 5 failed attempts, it locks out their AD account.

Is there any way in Exchange 2007 to set a maximum number of retry attempts on a Windows mobile device to a number lower than the lockout threshold? or does anyone have any alternate suggestions?
