Such events are logged by default:
1. EventID 1009 [MSExchangeIS Private] is logged when a user (no matter - owner or not) logs on to any mailbox no matter.
2. After that, if he is not an owner of that mailbox, eventID 1016 is logged.
See your Exchange server's Application Log.

I'm also trying to audit user access and noticed your reply. I checked all the logs in the application (and all others) but did not notice these (1006 & 1016)in there at all. I have opened and closed other users mailboxes and checked th elogs with no success on tracking. Is there something that I need to enable to do this? Thanks for the help.
