I have tried every possible password - many many characters - combos upper case lower case numbers etc - it has nothing to do with the group policy complexity requirement as I can make even simple passwords e.g. 6 characters, nothing more complex required and they work in AD. Say for example the password is currently Hello1, and I change it Hello2 in OWA, I get that error message, if I change it to Howdy12, I get the same error message, if I change it to HiThere123, I still get that error message. I checked under the console and even ran the powershell command to make sure it is enabled Something isn't functional in OWA as far as I can tell. I thought it was enabled by default -no need to create the vdir in IIS I've tried re registering the iispwchg.dll I've tried creating the virtual directory for set password that doesn't seem to change anything In OWA going to our OWA server, no matter what password I put in, I get -The password supplied does not meet the minimum security requirements. Please contact technical support for your organization if you need help.

Has the account expired the password? OWA doesn't like changing the PW when the PW is expired. -John quote:

Not sure what you are asking - I am trying passwords I've never used before. The person is logged into OWA and can't change it there.

Standard OWA password change works fine for me without any changes from default. The problem I'm having is that if a user has logged on with OWA and then you tick the "User must change password at next logon" box in EMC, then they will be correctly prompted to change their password and the change works successfully (good). If the user has NEVER logged on, and you enable this option, they will not be able to log on!

I was able to troubleshoot this issue by creating an RDP session to the exchange server running OWA as administrator. I tried changing the password for a user (via ctrl-alt-del) and it complained about complexity as well, even though my GPO was ok. Turns out it was a GP replication issue to the exchange box. May not necessarily apply to you but its a good place to start.

Still looking at the main issue, but this is a work around. Set the users account to "User must change password at next logon" The user will be able to log on to OWA and then change the password. OWA should also display at the top that the password is about to expire and give the user the choice to change it.
