We've build a lap environment and wanted to add an extra UM language pack. We tried dutch and french but both don't work. So we enabled logging for MSI and found the following:

Has anybody got the error we had and do you have a solution it ?

Check the Counter (REG_MULTI_SZ) in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Perflib\009, verify the content is completed. In particular each
entry should be a number and then a string on another line. The last number
indicated in the Counter should match Last Counter (REG_DWORD) in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Perflib

 
Verify you can manully use lodctr.exe to load not only Exchange performance counter, but also non-Exchange performance counters. After each lodctr.exe to load/unload performance counter, check the application for success or failure.

These 4 are some sample perf counters you should be able to load. If failing
loading the counters, you need to fix the problems before installing UM again.
C:\WINDOWS\Microsoft.NET\Framework64\v2.0.50727>lodctr aspnet_perf.ini
C:\Program Files\Microsoft\Exchange Server\Bin\perf\AMD64>lodctr dspctrs.ini
C:\Program Files\Microsoft\Exchange Server\Bin\perf\AMD64>lodctr mdbperf.ini
C:\Program Files\Microsoft\Exchange Server\Bin\perf\AMD64>lodctr alsperf.ini

 
If not, rebuild the perfmon counter libraries: http://support.microsoft.com/kb/300956

It was easier but I've didn't looked well, you can't rum the MSI you have to use the command below:

Setup.com /AddUmLanguagePack:ko-KR
