There are two folders in public folders. A user wants to move messages from folder A to folder B. However, when he does a drag and drop, the messages get *copied* to folder B instead. As a result, two folders have the exact same messages. Is this a normal behavior in Public Folders? I tried it with my admin account and same result.

Does the same here. I know Windows has a different behaviour when you move files in the file system between folders on the same drive, and folders on different drives. I'm guessing this is much the same.

Use the SHIFT key when dragging mails over. That forces a move, instead of a copy.
