domain controller is a host with windows2000 that setup with active directory.and exchange 5.5 setup on a winnt server who join in the windows2000 domain.and now I had build account on the active directory and on the winnt server local.the build account can sent the lettle and can't receive lettle from the outlook.and can't log on from the web access client.
