We have recently upgraded from Exchange 5.5 to 2003 and are generally happy. However we have a problem sending mail to certain domains. The vast majority goes through ok but to these domains it never goes through. An error is recorded in the event log on the Exchange server as follows:

Category: Connection Manager
Event ID: 4007
Description:
Message delivery to the host '67.89.120.99' failed while delivering to the remote domain 'schoolhealth.com' for the following reason: The connection was dropped due to an SMTP protocol event sink.
The SMTP verb which caused the error is 'quit'. The response from the remote server is ''.

I would try to follow up with the effected domains, but there are alot of them. So I am hoping that someone here knows more about this than I.

On the SMTP connector try to set "Use HELO instead of EHLO" and see if that resolves the problem.

I tried setting "Use HELO instead of EHLO" and saw some mail go through that was "stuck", but the problem persists for most of the domains.

I think it has to be something like that but I sure don't know what. The event log message reads like "I told the remote host to quit and it hung up on me."

When we first changed to our current ISP, we found that the IP that we are using had been used by a spammer and so we were on at least one RBL. I thought about that being the problem, but we used to be able to send to most of these same domains. (I mean since we resolved the RBL issue and before we migrated to 2k3.
