Is it possible for someone with owner permissions on another person's mailbox, in-box and sent items to send an external e-mail as the other person and for the e-mail to appear in their sent items folder, without the 'sent on behalf of' header? If so, how?

Maybe try using Microsoft Word as your email editor, there is a send as option in it. As long as the person has send as rights, he/she can send as the person they want to send as, it doesn't say on behalf of either.
