I have a windows 2000 domain (sp4) with a 2k3 server running as domain controller. It is a fresh install of 2k3 with SP2. I ran forestprep on the Schema Master server, installed exchange 2003 on the 2k3 server and everything went fine. Except, I was having issues using OWA [missing graphics] and OMA wasn't running at all. I thought it might be a problem with asp.net, since I've seen a similar problem before. So, since it was a clean install and I hadn't actually even brought the exchange server on-line in a production capacity I just removed the exchange server [setup /removeorg], removed the 2k3 domain controller, reloaded 2k3 clean on that machine and was starting over. Problem is now, I can't install exchange 2003 because it says forestprep can't be run because the user must be a member of the Exchange Server full admin group. I installed exchange server manager, and the user is listed as part of the group. How can I go about reinstalling exchange? This server is a completely clean reload, so I must need to make a change in the AD to allow forest prep to be run again. ADDED: This is similar to the error I am getting. The error I am getting is discussed in this KB article. The component "Microsoft Exchange Forest Preparation" cannot be assigned the action "Forestprep" because to install the first Exchange server in a domain, or to run setup in "/ForestPrep" mode, you must be an Exchange Full Administrator at the organization level. You must use an account that has been granted the Full Exchange Administrator role on the Exchange organization using the Exchange Administrative Delegation Wizard. I will go through the posted KB links in that other thread and see if they help. I will post back the resolution, or results of my attempts to fix it. Any other information anyone has will be greatly appreciated.

Yes, this KB article fixed my problem. Sorry, I knew I should have looked through the forum before posting a new thread.
