Cancel a failed PF Migration request

I need to cancel a migration request for Public Folders I started a couple weeks ago.
Instead I want to recreate the Public Folder mailboxes and the Public folders on the new exchange server 2013. But it is seeing remnants form the migration I started a few weeks ago that failed.

How do I clear out the failed Public Folder migration so I can create new mailboxes and folders, It let me create a PF Mailbox but when I try to create a new folder I get and error message:

"No active public folder mailboxes were found. This happens when no public folder mailboxes are provisioned or they are provisioned in "HoldForMigration" mode. If you are not currently performing a migration, create a public folder mailbox".

Also, Exchange 2007 will not let me delete the Public Folder Database something in the line of it was created with a different version I think it said version 10 if that makes any sense.

As always any help would be Greatly appreciated!
