I have two queries here:

1. I have the below error message received by a user and unsure how to check where the problem is? Is it there end or another service:
----- The following addresses had permanent fatal errors -----<test@live.co.uk>
----- Transcript of session follows -----
... while talking to mx4.hotmail.com>>> DATA<<< 550 SC-001 (BAY0-MC2-F13) Unfortunately, messages from 123.11.11.111 weren't sent. Please contact your Internet service provider since part of their network is on our block list. You can also refer your provider to http://mail.live.com/mail/troubleshooting

2. Where could i go to check if IP addresses are blacklisted or not (a free service preferably)?
