I am in the process of removing all public folders that are not in use and then creating exchange resources for any calendars that are in use. I have already made my first pass and removed items not in use. I am looking for any suggestions on how to perform the 2nd portion of this task. What is the easiest way to either convert or copy these public folder calendars into new Exchange resources which will be found in the GAL by the end user?

Well, you can't convert from a PF to a mailbox - regardless of what type of mailbox it is.
What you can do is to use Outlook to export the PF to a PST and then import it into the resource. It requires a bit of messing about with an Outlook profile but not too much.
