I have setup a exchange server. Now my problem is that I have different companies that would mostly email us and there are four department that would handle that email particular to their department. My question is that how would I create a public folder for each of these department and route that email automatically to that department folder automatically.

Mail enable each of the four PFs. You can then assign a unique SMTP address to each and/or add the PF object to Distribution Lists and/or any other thing you can do with a mail-enabled object.
