Is there a way to set the default pemission on users calendar to Reviewer rather than None?

Maybe an AD Group Policy or something.

Any help would be much appreciated.

No.
It is a client side setting. While you can set it in bulk using various tools, new accounts will need to have them set in the same way or manually.
You also cannot stop the users from removing the permission if they so wish.

There is no single tool that I am aware of. I wrote a technique on the process a while ago, using various tools together.
