Defrag/Reduce size of STM File?

Hi,

I have one single server with Exchange 2000 over Windows 2003.

My database size has reached upper limit of 16GB.  EDB file is of around 11GB and STM file is of around 5GB.

Why is my STM file so big, when each of my user is using Outlook to access mails?
Does forwarding mails to some contacts created, has any effect on the size of STM file?

How do I defrag/reduce the size of STM file?

Also, the total amount of mailbox size of all the users comes to somewhere around 5GB.  Then why does the size of the EDB file reach 11GB?
