Hi, I am about to do an Exchange 2007 install at a school. They have requested that no students are able to use OOF but they still want staff to be able to. Is this possible (by security group or storage group)?

A transport rule should do that.
You will need something to filter on. You may already have groups with the two users in, so it is just a matter of adjusting the rules to fit.
