Can you put security on Distribution groups?  If so... how?

What type of security do you mean? If you mean allowing/restricting users from sending to the distribution list and message size restriction, then yes. It's configurable under the Recipient configuration, Distribution Groups, under properties, mailflow tab of the distribution list. And of course, there would be a powershell command to achieve the same goal.

I'm not really concerned with attachments... I'm concerned with allowing certain people the rights to use certain distribution groups.  Under mail flow I see allow from sender and block from sender?  Is that what I'm looking for?

I want user Jack and Jill to be able to send an email using the global address list "everyone".  However, I don't want everyone else to be able to use it.
