We are currently running exchange 5.5 , and need people who are the owners of the email groups to manage the lists on their own. We need a SOFTWARE for the email group management instead of installing Exchange admin on a whole bunch of machines

This may be an excellent time to upgrade to Exchange 2003.  The mail users and groups are no longer part of the Exchange organization, but are moved to Active Directory.  Creating a distribution is now just a matter of creating an AD group and putting users in it.  You can use organizational units in AD to control access to your groups and give specific managers access to only their specific OU.
