What is/are the domain address(es) you have on the default recepient policy?

What is the address of the email you are trying to send locally?

If you have only @company.local and check marked it on the default recepient policy, your exchange server will only accept email for @company.local domain. If you try to send email to joe@company.com, the exchange will route it to internet (in your case, to the offsite POP3 exchange server).

So, add the @company.com domain and check mark it in the default recepient policy. Force that policy to apply that new domain address to all the users in your AD domain. Now try sending email to joe@company.com.
