Is your exchange reachable to Active directory. Please run dcdiag /s:[Domain Controller Name] from command line. The active directory maintains a pool of connections to the available domain controller. Any exchange process that has to access Active Directory uses an available connection from the connection pool. Did you get a chance to check events?
