Is there any way to limit the viewing access of the GAL in Exchange 2003? The CEO only wants other executives to see his entry in the GAL, but not everyone.

Open Exchange Manager, expand Recipients, click on All global address lists, select New > Global Address list. Create the list and then set permissions for which users or groups of users that can Read/List objects in the GAL. Then hide the CEO in the other GAL.

This will not work, if you hide someone that person is hidden in every list. You can set the filter (ldap query) so that the CEO is excluded from the query results. Then fool around with permissions on the addresslists to allow/deny access to the right group of people.
