Exchange 2003 services will not start (clean install)

After a clean install of SBS server 2003 I get errors 7000 and 7009 indicating that the following services won't start.

The Microsoft Exchange Information Store service depends on the Microsoft Exchange System Attendant service which failed to start because of the following error:
The service did not respond to the start or control request in a timely fashion.

When i start the services manually everything works ok. But after a restart the same problem comes back.

Installed SBS 2003 server on a different computer and works ok the first time.

After installing exchange sp1 the problem still persists.

I would double check TCP/IP Properites again.
Also, use the NETDIAG and DCDIAG problems to help troubleshooting.

I had this problem too. Make sure the services are not in a "disabled" state under services.
