Exchange 2007 to 2013 Public Folder Migration - Have to set -DefaultPublicFolderMailbox to primary?

Hey all,


I have just gone through my 3rd attempt at migrating public folders - each time thinking it was just broken.

Basically i have 8 public folder mailboxes after my migration.

I've found that each users DefaultPublicFolderMailbox attribute is set to a random Public Folder Mailbox (1 to 8)

If it is set to the primary Hierarchy mailbox (Mailbox1) the folder structure looks fine, if it's set to anything else it's as if there is no folder structure, and all folders are in the root directory.. it's very strange - everything looks messed up.

I've followed 2 guides from microsoft on how to migrate this 3 times now.

Can i just set everyones DefaultPublicFolderMailbox to Mailbox1 (The Primary Hierarchy) and be done with it? or is something not right.
The alternative is to exclude the secondary hierarchy mailboxes from being used as a default public folder mailbox for users.
