Exchange 2010 SP3 free/busy problem

I am working on a migration from Exchange 2007 to Exchange 2010, and experiencing a problem regarding free/busy.

In short, all the mailboxes on Exchange 2010 free/busy is not working, but all mailboxes still on Exchange 2007 were fine. A very common issue is the EWS URI, I have double checked that the URI is correct, more importantly, OOF is working correctly, so I think we have the EWS right. The free/busy not just failed for Outlook users, but also OWA failed. I have tried to use the remote connectivity analyzer, I got error as below:
Unable to find a Client Access server that can serve a request for an intraforest mailbox

Any ideas? Thanks!
