Exchange 2013/Exchange 2007 Coexistence cannot send external email from Exchange 2013

I can send email from Exchange 2007. I can send and receive email between the two server (internal).I cannot send external emails from Exchange 2013. I get this

Diagnostic information for administrators:
Generating server: MBOX-1.xxx.xxx
Receiving server: SRV-EXCHANGE.xxx.xxx (192.168.0.xx)
xxx@gmail.com
Remote Server at SRV-EXCHANGE.xxx.xxx (192.168.0.11) returned '400 4.4.7 Message delayed'
6/9/2015 1:04:20 AM - Remote Server at SRV-EXCHANGE.xxx.xxx (192.168.0.11) returned '451 4.4.0 Primary target IP address responded with: "421 4.3.2 Service not available, closing transmission channel." Attempted failover to alternate host, but that did not succeed. Either there are no alternate hosts, or delivery failed to all alternate hosts. The last endpoint attempted was 192.168.0.11:25'

I have the Exchange 2007 allow the CAS IPs of Exchange 2013.

Good sir,

How unfortunate to hear you are having this case. Generally this is a case of something really bothering your exchange server. Have you disabled your spam filter (just for testing) to see if your spam filter is causing the issue? Could be a local virus scanner as well, sometimes virus scanners tend to keep the Transmission services busy for no apparent reason.

Is the message delivered after an hour or 3-4, or even longer? This would mean that all your config is correct but one of the above items is destroying your transmission services.

Also what are the costs on your send connectors, try 1.

Oh, by the way when troubleshooting a virusscanner, please check everything that runs with anonymous access on your connectors.

You could also just disable anonymous access and send the email again. This could verify that something is festering in your network, making it easier to track.

I tried the above suggestion of turning of spam filtering and also there is currently no antivirus. It did not work.

Hi Alex,

Too bad it did not give the results wanted. We'll have to dig a little deeper I guess, these error messages are always hard to troubleshoot.

Please navigate to the send connectors and make sure that your cost is set to 1. Also do you have an SPF record set?

Are both Servers CAS and MBX servers? Did you check your firewall? Can you telnet to that machine using the ports you set?
