Exchange built in super user acct?

Recently I was asked by the Exchange admin (who was offsite) to use their pc and create an account (Control Panel - Mail - Setup the account manually using an Exchange server) for a user who had a msg they wanted to check out.

I'm asking how it's done? I'm guessing there is some kind of super user Exchange,Admin, hidden or backdoor account on the Exchange admin's pc that allows them to do this? And is this feature built into Exchange? The Exchange version is 2003.
