Exchange can't send to domain until modem reboot

We are running SBS2003 R2 and have our emails going through exchange via pop and smtp. It seems we are getting black listed somehow by verizon.net and comcast.net email servers. We have a dynamic IP address via ISP. If i send an email to janedoe@verizon.net it hangs in the exchange smtp virtual server out box. To get it to send, I reset the dsl modem and it goes right out! What could this be?
