In our organization we have two DCs and one Global Catalog Server our mail server being one of the DCs, but not GCS. Whenever our DC that's the GCS goes down Outlook clients report that the mail server is unavailible. The Exchange server Application log give the event ID: 9074 and 2103. I added a new DC today and made it a Global Catalog and still when our other DC goes down so does Exchange. What can I do to fix this?

Exchange needs a DNS server. Outlook needs WINS. Are they both on the affected server?

Make another server a DNS and WINS and your problem should go away.

exchange is running DNS and not WINS. Even Outlook 2003 needs WINS or is it just Exchange that needs WINS? The new server I setup today is running DNS and GCS, but not WINS.Should I install WINS on the new DC?

Exchange doesn't. Outlook is a mixture of client connectivity by DNS and WINS.

Outlook clients older than Outlook 2003 requires WINS.

Exchange also requires WINS in order for the System Manager console, Exchange Setup program and OWA (for password changes also requires WINS to work properly.

Also see:
Exchange Server 2003 and Exchange 2000 Server require NetBIOS name resolution for full functionality:

Hello,

Take a look at this article about placement of GCs in an Exchange 2000 or 2003 environment. In here you will also see that if the Exchange box is a DC it must also be a GC. Also from what I can remember it is recommended to have at least two GCs at every site. Since you only have two DCs and Exchange is installed on one of the two I would also make that box a GC.

Good Luck!

In follow up to my original issue I have everything taken care of now. I just took one of our extra servers and made it a DC and GC and problem solved. Exchange does need a GC in order to function correctly. In my case it wasnt a DNS or WINS issue.

Glad to hear that you have it worked out. GCs server a lot of functions not well documented until you have a problem and have to search.

Good Job!
