So I want to be able to give a single admin account access to every mailbox, and I want this account to intrinsically have access. I know you can run the Add-ADPermission cmdlet but I would have to run this cmdlet periodically to make sure the admin account had access to all mailboxes.

I was thinking is it OK to add a single admin account to the Exchange Trusted Subsystem group there by giving that account access to EVERYTHING?

You can run the Add-Adpermission CMDlet towards the entire database rather than individual mailboxes.

Get-mailboxdatabase | Add-ADPermission -User "AdminUser" -ExtendedRights Send-As
Get-mailboxdatabase | Add-ADPermission -User "AdminUser" -ExtendedRights Receive-As
