If you want to setup disclaimer in Exchange 2003 then there is fairly a simple process of writing an event sink and enabling it on an SMTP VS and then bounce the external email traffic in between two SMTP VS to stamp the disclaimer. Well this process will setup a global disclaimer which will be for each user in the organization.
However for user specific signatures/disclaimer you may need to use a third party tool. There are some, the list is as follows:
1. GFI 2. eMailSignature 3. exclaimer etc.

Would you possibly be able to point me in the direction of how to write the event sink? We're on Exchange 2003 and we're using OWA. Entering in 450 signatures one by one will get a bit tedious!
I've had really good luck with Exclaimer Mail Utilities.. for both disclaimers and signatures. Depending upon the size of your environment and the functionality that you want/need, it might be more effective to look at third party products like this and GFI Mail Essentials to do the job, instead of rolling your own scripting solution (sorry, I don't have any pointers for you on that one).\
