When new staff on board, I want to send mail to him automatic. E.g: the mail message: welcom information, staff police.....

To invite loads of replies accurately, always specify the versions of your server. For eq 2 Exchange 2003 SP2 Back-End server +1 Exchange 2003 SP2 Front-End servers.

I dont believe there is a way Exchange 2007 can provide a Welcome Message.  Exchange_Geek noted the work around.  It is a VBScript leveraging the CDO object to send the emails and running LDAP queries.  Of course there is a catch with the script.  It is not automatic when you create a new user especially when you use the Exchange Management Console.  You will have to run the script on an interval for New Mailbox User checking and then have it send out the Welcome Message.  You can also use Powershell scripts that use Windows Forms as a custom GUI when creating new people.  You can convert the VBScript process into it and everytime you create a New Mailbox User, the email is also sent.  The custom GUI approach is pretty advanced if you arent a scripter/programmer.

One thing about the script.  Sorry to have made the workaround complicated.  Since you already have the script, you can just target the user and send the email that way after making the mailbox object.  You can add HTA interfaces with VBScript so that its a more dynamic utility and you dont have to manually modify the vbs script everytime you want to run it.  I guess I am getting too Powershell Happy lately ... vbscript is still awesome.
