Is there a definitive article on how to split stores in Exchange 2003?

If by splitting stores you mean redistributing mailboxes, then no.  All you need to do is create the new store(s) and move mailboxes into them.

Well, hopefully you can clarify.
We've got some huge stores (250GBs) and we want to split the store with the all the surnames beginning with B into BA-BL & BM-BZ for example.
I just want to know how to do this.

Again, you create new stores then select the AD objects connected to the mailboxes you want to move, and move the mailboxes to the new stores.

So first, you have to determine how many new stores you can create.  On any Exchange Standard server (that's not a FrontEnd server), you can only have one Storage Group containing one Mailbox Store.  On any Exchange Enterprise server you can have a maximum of four Storage Groups each with a maximum of five Mailbox Stores.  If you need more stores than that, you'll need to increase your Exchange licensing.

Next you create the new Mailbox Stores.  You don't have to create them all at once.  This is a consideration if one of the "spots" is currently taken by the existing Store.

After that you move mailboxes into the new Stores.  Note that the physical size of the original Store database files will not shrink.  They will always stay at 250GB (or however large they are) until you either perform an offline defrag, or delete the Store.  My recommendation would be to empty the existing store completely into new Stores, then deleting the old store.  That way you won't have to run the offline defrag (moving the mailboxes essentially performs a defrag since only "live" data is copied).

Is that correct?

Correct.  The only limits being that an Exchange Standard server can only have a single Storage Group containing a single Mailbox Store and an Exchange Enterprise server can have up to four Storage Groups each containing a maximum of five Mailbox Stores.

Since you are talking about a 250GB store, you must have at least one Enterprise server.
