i'm posting as it happened to me and googling for answers turned out nothing.

scenario:

Win2K SP4 is PDC (very first DC), GC, all FMSO roles
Exchange 2K SP3 installed on this PDC
Single domain (acme.com) using single IS
note: this assumes you have 2 or more DCs in your network

my PDC crashed yesterday and i have to reinstall everything from scratch. after dcpromo the newly installed Win2K server to a DC

1. you have to run ntdsutil to seize all 5 FMSO roles
2. make this PDC the GC server,

after doing the above, reinstall Exchange 2K using the /DisasterRecovery switch. then you have two choices here: either you restore the backup of your IS or start with a fresh, empty IS. don't worry as your user's mailbox will be restored including the address book if you select the latter option.

sounds simple but it costs me 12 hours of trial to make it work.
