ISP HA FOR MX RECORD & A RECORD

Dear All
My company test.com have exchange 2013 solution. we face a lot of problem due to frequently link failure of our ISP A having our MX and A Record for which we are planing to have a backup line from ISP B . So that in case of ISP A link fail then the mail should flow through ISP B. My MX record and A record is host in ISP A like these MX Record mail.test.com (10) which is directly forwarding to our mail gateway and A record mail.test.com publish through firewall.I need advice what MX record and A record i should placed in ISP B and for fail over purpose we will use another mail gateway and firewall for ISP B. I will be very thank full if somebody help me to solve the issues.

I don't know, maybe answer is a little bit late, but you will face with routing issue.
It is not clear from your description, how Exchange servers are adjusted, their network settings.
Only one default gateway can be used for any PC, in this case your router should be switched connects, or you should make switch manually.

Regarding MX
ISP A has IP - 1.1.1.1
ISP B has IP - 2.2.2.2

You have mail.test.com IN 1.1.1.1
You need to set relay.test.com IN 2.2.2.2 on your DNS.

and add new MX DNS record as well with preference 20

so if you perform "nslookup -type=MX test.com" you should get answer:
test.com MX preference = 20, mail exchanger = relay.test.com
test.com MX preference = 10, mail exchanger = mail.test.com

In this case if mail.test.com will be not reachable, sender server will try to connect to the your second MX - relay.test.com or to 2.2.2.2
