Install error on Windows 2008

Fresh install on Windows Server 2008. Joined machine to a 2003 AD domain.
Downloaded the Exchange 2007 SP1 trial. Extracted files locally to c:\IT\Exchange 2007.
Ran setup.exe.
Step 1 for .Net is completed.
Step 2 for MMC is completed.
Step 3 for PowerShell is completed. (installed the optional feature)
Click to start step 4 "Install Microsoft Exchange Server 2007 SP1"
Results in setup.exe error that states "Exchange Server setup encountered an error."
Then the installation goes back to the install screen with the different steps.
Application log show the following:
"The description for Event ID 4999 from source MSExchange Common cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
If the event originated on another computer, the display information had to be saved with the event.
The following information was included with the event:
692
E12
False
the message resource is present but the message is not found in the string/message table"


No other errors show up in the logs.
The same error also results when running "setup /pl" from a command prompt.
Any help or thoughts on this would be appreciated. Thanks.

What about the pre-reqs?

Will help you double check. If you have the same problem come back and say so.

All of the below are installed or are set...
.Net Framework v3.0
PowerShell RTM
MMC 3.0
IIS 7
Domain functional level = Windows Server 2003
Forest functional level = Windows Server 2003
Domain controllers are all on latest service pack

Cannot run:
Setup /PrepareLegacyExchangePermissions
This results in the same error in the application logs as when trying to launch setup from the splash screen.

Note that this is for installation on the first 2007 server in the environment. It is one of two CAS/HT servers. Those two servers are setup with network load balancing.

Media being used for the install is the trial version of Exchange Server 2007 with SP1 downloaded directly from Microsoft.

Set up for NLB already eh? Willing to bet that binding orders aren't right and the setup is trying to get to the SM through the heartbeat.
So.
Do all the setup/ processes on the Schema Master.
Kill all the NLB. (disable the card)
So the CAS/HT setup.
A pint says it'll work just fine.

Ok to put the servers into the NLB cluster afterwards?

Edited to add:
Removing the server from NLB did not fix the problem and results in the same error.

Also, regarding running the "setup /" commands on the schema master... won't that result in an error that this version of Exchange will not install on a 32 bit OS since the schema master is not x64?

If you're running 32bit DCs then run the 32bit install on them. All you're doing is installing the LDIFs and the perms, none of it is 32bit specific. A schema is a schema, 32 or 64.

And does "benw" have EA, DA and SM rights?

Yes, the benw account has all necessary access rights.

I'll attempt the 32bit installer on the Schema Master and report back.

The Microsoft Exchange Server setup operation completed successfully.


That is the output from "setup /pl" run from the Schema Master with the 32bit installer.
Launching the regular Exchange install at this point still results in the same error.

Next steps?

Solution found after weeks of working with MS.

Must be logged onto the server with Domain Admin, Enterprise Admin and Schema Admin rights.

However the actual setup.exe must be lauched by right clicking and selecting to run as the local administrator.
