I am trying to install Exchange 2007 in a domain with Exchange 2003 already installed. I am installing it on a Windows 2012 R2 server. The domain functional level is 2008 R2. Exchange 2003 is installed on Windows 2003 server.

I am trying to run setup /preparelegacyexchangepermissions and am getting the error below:
Cannot find at least one domain controller running Windows Server 2003 Service Pack 1 or later in domain 'DC=XXX'. This could be the result of moving domain controller objects in Active Directory. Check that at least one domain controller running Windows Server 2003 Service Pack 1 or later is located in the 'Domain Controllers' organizational unit (OU) and rerun setup.

My domain controller�s are all in the default domain controller OU.

I found this article, https://blogs.technet.microsoft.com/exchange/2009/09/02/exchange-2007-sp2-setup-fails-if-all-domain-controllers-are-running-windows-server-2008-r2/
and downloaded SP2 and extracted the two files and replaced them in my installation files but still get the same error.

Any ideas please?
