An OWA box that doesn't have any storage group or mailbox store.  I rebooted the server for some testings, but the information store and MTA services couldn't be started. Is this normal because the box doesn't have any storage group and mailbox db?

Well, if its FE server you don't require Mailbox / Public Folder stores for OWA.

Mailbox store is used on FE server for its SMTP mailbox which is used for incoming / outgoing mail flow.

Thanks. But then, why the Information Store and MTA services can't be started. I'm just wondering whether this is normal when you dont' have any storage group and mailbox/pf stores.

This was a funny situation - infact it was so interesting i decided to re-pro this on my lab having FE-BE. So i decided to delete Storage Group and Stores on my FE Server - Bingo - restarted IS - it doesnt - Error in App logs

Event Type:    Error
Event Source:    MSExchangeIS
Event Category:    General
Event ID:    9564
Description:
Error 0x8004010f starting the Microsoft Exchange Information Store.
Failed to load Storage Group data.

So, next step to recreate ONLY Storage Group - and was able to start IS smoothly.

Here's what you can safely disable on an FE according to Microsoft:

Disabling Unnecessary Services

Same error message that I got. After reading the link that uemurad posted, it looks like this is normal.

Information store service would be primarily be concerned with stores - as quoted above stores are required only for mail flow. Reason why i was investigating was since you were concerned about WHY the services were down and not ARE the services required to be done.

Glad you found your answers.
