I'm running Exhange server 2000 on a member server. Users on the network using Outlook 2000 are able to open and access other users' mailboxes. I go to Active Directory Users & Computers, select View Advanced Options, select the properties of the user I want to edit and go to the Exchange Advanced tab and select Mailbox Rights... Under Mailbox Rights the "Everyone" group is listed with inherited rights to "Allow Full Mailbox Access." Where does it inherit its permissions from? I check the actual MBX folder, but it won't display any security information. I've tried adding the group Office Staff and denying access to full mailbox access, while adding the individual user and granting permission, but that doesn't work either. Can someone point me in the right direction? Any help is greatly appreciated.

Check out the permissions at the Global level, Server level and IS level. You may need to make a reg hack to see the security tab at certain levels (please see this article on MS site: q259221). You should not be setting permissions via the M: drive... good luck.
