I am wondering what sort of options I have to assign public folder permissions. I have set up a public folder for each department in our organization. I would like to use a group membership to allow only the department manager write access to post items in his/her own departments folder. I want to use a group so when someone else fills the permission, all I do is change that person's group membership and they have all the access to file server files and public folder files that the deparment manager should have.

That tool will DEFINATELY come in handy!  However it doesn't really answer what I was trying to ask anyway.

I need to create groups that can be used in assigning Public Folder permissions.  It looks like I have to create a Security Group and create an Exchange Mailbox for it, and then I can use it for Public Folder permissions.  Is this how it is normally done?  My only problem then is, how can I prevent that group from showing up in the Global Address List.  I don't want people sending email to these groups, and I don't want them cluttering up the GAL.

When you setup the groups for assigning public folder permissions, it should be a security group.  They are not email capable, and won't show up in the GAL.
You should create the email-capable public folder, then use the security group to assign permissions.  It has worked for us in the past.
