Moderated folder-Can this be done?

Hey all:

I'm trying to find a way to setup a public contact folder that can be moderated for new entries, any edits to existing contacts, and deleting contacts.  We need all of our users to appear to have full rights to add, modify, and delete but I would like all of these actions to be approved by a moderator.  It seems you can only moderate new additions.

We use a single, very large client database and years ago we locked permissions down to eliminate user errors, but we have found that users that don't have rights just create new contacts in their own database and not updating/notifying admin of the changes to the contacts.  So our public contact folder gets outdated.

Our fear is if we open the public folder to every user, it will again become difficult to manage/moderate.  It would be so simple if any action to a contact would be forwarded to a moderator for approval, but it appears to me that only new additions does this function work.  Deleting and modifying can be done in realtime without a moderator knowing anything.

Hope I'm clear to our goal.  Any help would be greatly appreciated.
