We are having trouble sending to various external address.
There are at least 6 domains that I am unable to send e-mail to.

We are getting event ID# 7002

This is an SMTP protocol warning log for virtual server ID 1, connection #3707. The remote host "140.254.127.28", responded to the SMTP command "rcpt" with "454 <USER@medctr.osu.edu>: Relay access denied ". The full command sent was "RCPT TO:<USER@medctr.osu.edu> ". This may cause the connection to fail.

When I search online I find a lot of information including this http://support.microsoft.com/kb/895853/en-us KB concerning 5.X.X NDR's but I am getting a 4.0.0 NDR status code with Event ID 3030. Concerning the same message.

A non-delivery report with a status code of 4.0.0 was generated for recipient rfc822;USER@medctr.osu.edu

I have not found any good information on what could be causing it any ideas?
